Cant verify or activate my iCloud email adress

I created a. ICloud account 2 months ago,but my @icloud.com email was never verified. I cannot recive any codes , and when i try to add it,it gets an error. Now my apple ID looks locked or deactivated.

how can i activate or reset my icloud email?
