Ipad issue

I have a company Ipad that an (ex or unknown employee ) used their personal apple id on instead of the company one.in trying to reset it it seems the only way this ipad can ever be used is if i can figure out who it is and get their personal passcode?

That's correct. If you don't know the Apple ID and Password used on the device, and you can't get the previous employee to provide the information, the device will be useless. The only alternative would be as it's a company owned asset, to provide the original purchase receipt, validating proof of original ownership to Apple and ask them for assistance. Without proof of original purchase, Apple won't help.
