why can’t I scan in Notes app

My husband has an iPhone 7. I have a 7 plus. Both up to date on software. He is able to scan documents through iPhone notes app. Mine does not show the row of icons above keyboard with + icon

If you use Notes under Gmail or Outlook Folder then the icons will not appear.

Use iCloud Notes or "On My iPhone" Folder
