Remove Apple ID cents

I need to remove the remaining cents from my account which is $0.02 in order for me to be able to change my country/region in the account editing section. I was told to buy an item more expensive than my balance and use a credit card to pay the excess amount but the thing is i cant do it since i don't have credit card. I tried to use the iTunes store staff support but once i filled the form, it couldn't be submitted, it says "403 Forbidden" Apple.
