Is there a way to find other people’s iPhone with Find My iPhone and how do I do that.

To use Find my iPhone, the Find my iPhone app or https://icloud.com/find must be logged in to the Apple ID and password of the https://icloud.com/find. There is one exception - any phone that participates in Family Sharing can be used to find any other phone in the family group.
There is also the Find my Friends app. This can be used to track any phone, but you need permission from the owner of the phone to add it to your Find my Friends app.
