So my IMessage isn’t “activating” it keeps saying waiting for activation, and sometimes a message pops up saying activation error. How do I fix this? (Without a phone number)

I'm not sure why your post says "without a phone number". You may need a SIM and phone number to activate iMessage on an iPhone.

Seems there were some issues with iMessage and FaceTime according to the Apple System status, Apple - Support - System Status. I would reset your network settings and attempt to activate again.
i’m having this same problem and i’ve been wondering what to do because i’ve tried turning my phone off and back on and that didn’t work and i’m using a phone number
