If it is locked because you forgot the passcode, follow the instructions in here.

If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled - Apple Support

Where did you get the iPad? If you purchased it used, you can't unlock it as Activation Lock cannot be bypassed without the assistance of whoever locked the iPad before you got it. Apple won't help and we can't help. If this is not your situation, provide more information about how the iPad is locked.
