Updating payment info

Well I got a new debit card and need to update my card info to pay for my storage. My phone won’t let me add a new card because there is a card on file that needs to be verified. I can’t verify the account because it’s been declined and I can’t delete the account because there is an active subscription on the account and it needs at least on card on file. Such a terrible catch 22 and I can’t get around it. Please help!
