apple watch series 4 with cellular
I would like to set up without an iPhone. its for my daughter - she had an iPhone but its broken and I would rather not replace it -- i would prefer she use the watch with cellular

You cannot set the device up without a phone. The iPhone is required for pairing. Also, the Watch, when activating cellular, will copy the paired iPhone SIM to operate. There is no way to do it without the iPhone, the Watch cannot work as a stand alone device without an iPhone.
