I want to change my App Store region and it won’t let me because I have 32 cents store credit , I’ve searched the store and there’s nothing for that amount of money, how can zero out ?

If you are now living in a new country contact iTunes Support there and ask them to remove the balance from the account : http://www.apple.com/support/itunes/ww (click on your new country's flag ; click on Contact Support towards the top right ; click on Get Help under 'Talk To Us’)
