The only option i have as far as enabling cookies is “Block All Cookies” on or off...no other options. For some reason a certain site I am trying to visit is saying my cookies are disabled. Any recommendations?

In Settings/Safari, try turning Prevent Cross-Site Tracking off to see if that will allow the cookie to be downloaded.
