None of us here can speculate on what Apple's rationale is for adding movies to a photos app. However, way before eliminating Theater videos were commonly stored and shared in iPhotos and/or the Photos app, so it is nothing new. .
The Photos app is a far better organizational tool than Theater ever was. Theater is good for some things, but organization was not one of them. With the Photos app library you can assign keywords to your videos for search purposes, place them in Folders and albums to organize them by year or any other criteria that you want, extract individual frames, display their thumbnails by date created or date added, put them in smart albums to search by criteria the you define, display thumbnails of videos only, share them out, etc. If you use iCloud Photos you can also sync the videos to all your devices.
If you give it a try you might find that you like it. Here's a link that explains how to move your Theater content to iCloud Photos and to your Photos library.

Thank you for responding. I am 'old school' as everything was so rational and organized when iLife was around. Even iPhotos was easier (less time consuming and more intuitive) to manage than Photos. Exporting selected iMovies to Theater helped me remember where content was located. I am a teacher and include many students creations as well as some of my own creations. This is just another 'task' I have to take on and 'organize' - in its previous iteration I felt the technology was doing the work for me which, after all, is the point of technology ;-)

If you look at the preview of the next system version to come, macOS 10.15 Catalina, you will see, that there is a new application “Apple TV”. It will replace the “iMovie Theater” for syncing all your home videos across all devices with iCloud and help you to organize them better.
The rationale is: movies are big and if you need to share them through iCloud Photos = more space to rent on iCloud 😊...
I’m with you, Michael Vallance. For photo organization (and also image editing), iPhoto is vastly Better than Photos.
