How can I choose which photos are stored in iCloud?

If you turn on iCloud Photos, all photos on the iPhone will be synced with iCloud. There is no option to select which ones. There is an Optimize option to potentially reduce the storage required on the iPhone. See: Set up and use iCloud Photos - Apple Support
