How do I completely lock my other device temporarily until I get it back so the person cannot use it on wifi

Please explain the circumstances and what you're trying to accomplish.
You can use Find My iPhone to put it in lost mode, track the location, or erase it provided it's signed into your iCloud account and FMiP is enabled and it's connected to the Internet.
