Is it possible to download apps i ve already bought on ipad to macbook

I am using applications such as notability, pixelmator and others to my iPad and iPhone. Do I have to pay again for these apps to my new MacBook Pro in order to download them?

MacBook Pro 13", macOS 10.14

Yes, you do. The developers need to create the two versions separately, and may choose to charge for both.

If you're using iTunes 12.6.5 or below, the iOS versions can be downloaded to the Mac, but not run on it.
