Can’t pairing Apple Watch 3 cellular with iPhone xr

It shown must be update watchos is last version but I can’t update. If I want to update must be pairing finish but I can’t do it.

Make sure your iPhone and watch have the most recent updates. Update your watch first. Next follow these instructions..https://support.apple.com/en-us/HT205025. If you still have a problem, contact Apple Support.
