can't open iPhotos to " inconsistencies in library" to "repair" it

I cannot open iPhoto. I can't get the pinwheel to stop spinning. I cannot do anything except make it quit, and then I am back to nowhere! I absolutely don't know what to do! I haven't used Photo long enough to have many photos on it. Need to transfer iPhoto libraries to Photo, but first I think I have to open iPhoto, right? I have Mohave.

No, just open Photos. There's no need to open iPhoto first.

Hold down the option (or alt) key key and launch Photos. From the resulting menu select 'Choose Library' and point it at the library you want to convert.
