Text message forwarding

Im trying to set up text message forwarding. I don't have the "text message forwarding" option in my message settings. Anyone know why that could be? Im attempting on an iPhone X

This is what Apple recommends if you don’t see that in the settings.

Don't see the Text Message Forwarding setting on your iPhone? Go to Settings > Messages, turn off iMessage, turn it back on, tap Send & Receive, tap Use Your Apple ID for iMessage, then sign in with the same Apple ID used on your other devices.
