My teenager figured out that if she deletes an app then adds it back, the "new" app doesn't appear to be restricted by downtime or time limits. Is this the case? Any way I can prevent it?

In restrictions you can set it to not allow deleting apps or downloading apps. Make sure the device is using the latest iOS update.
