How do I have Word Documents to automatically open after downloading in Safar & I already have "Safe Files" checked?

I guess because word documents have macros. Word macros can access system resources which could be a problem. Although Word does put up a message saying the file does have macros and do you want to enable the macros. It could be historic.

Word documents do not fall into the "safe files" category, so they do not open automatically. When you download them you have to open them yourself.
