How can I remove a child from my family sharing?

How Can I remove a child off my family sharing that their wrong Apple ID was signed in and we no longer have the phone?

A child under the age of 13 cannot be removed, the child can be transferred to another family but not removed.

You don’t need the phone to remove someone from the Family.
