hello my iPhone was stolen and just bought recently. its says I don't have find my phone set up. is there a way to locate the phone?

Without Find My Iphone enabled, you have no ways to locate it, sorry.
These (section: "If Find My iPhone isn't enabled on your missing device") are the only steps you can perform in such a situation:--> If your iPhone, iPad, or iPod touch is lost or stolen - Apple Support
