Family sharing and kids ids

Is it possible to set up family sharing and kids Apple IDs without putting in a credit card? I like to pay via iTunes cards so my kids can’t run up a crazy bill.... help!

No, children under 13 can only have IDs if they are part of Family Sharing and FS requires a credit card (or similar) to set up.

You can set up Ask To Buy on the childrens' accounts.

Family Sharing and Apple ID for your child - https://support.apple.com/HT201084

Request and make purchases with Ask to Buy - Apple Support

Family Organizer receives requests by default, but another parent or guardian can be assigned permission.
