Hi we just got a new iPad and wondering is there a way to set up a new user for my son so that when he goes into his user profile to open the iPad it’s restricted and kid friendly with the ability for me to sign back in as a separate user and have no restrictions under my user? Thanks

No. iPads don't have user profiles. Only one user / Apple ID and restrictions apply globally.

However, since you are the person controlling them, you can simply turn them off, when you want to use the iPad by going into Settings->Screen Time. The restrictions password will be required to turn them off.
