you can try settings>general>reset>reset network settings.

contact Apple support is your next step. If you get an error when trying to activate iMessage or FaceTime - Apple Support
I tried, they were so unhelpful and then because I got so irritated with them I was doing stuff on my iPad and got cut off. Need to try again. This is so frustrating

I don't know why.
But that reset, was suggest from Apple Support when one user called them, he/she posted that in a thread I was in.

Not sure why I got such bad support, they kept me waiting for ages as well. I am going to complain, not impressed. Perhaps I got a trainee. Thanks anyway😊
