Is it possible for an iCloud activation lock to be present on an apple watch even after it has been unpaired from a phone?

Thanks for that, I am aware of all the necessary steps needed to remove an account from a watch however I have got one where a previous owners account is still on it despite it being successfully being unpaired from their phone and is no longer visible on their iCloud account. Is it possible that there has been a technical error in the unpairing process? Has this happened to anyone else?
