Can I share the content I’ve purchased on iTunes but not share the billing? As in can my family member pay for their own purchases but still be able to have access to the content I’ve pruchased?

Family Share members cannot use their own debit or credit cards - if iTunes gift cards are available in your country they could potentially buy them and redeem them onto their own accounts, otherwise the organiser's card will be used.
