I am curious why you would say that. Apple normally gives you a choice of hardware keyboard layouts in iOS so you can choose one which matches what you expect.

True, but countless people do that all the time without any problem, because Apple doesn't make hardware keyboards for Dvorak (or for Tamil and many other languages that it supports for input).

I have just tested the two tamil keyboards provided by Apple. At the right edge of the Hardware Keyboards setting for tamil I have US. I had no problem typing tamil with a bluetooth keyboard. You can switch among keyboards with the "globe" key or with Control plus Space.

(Note that 3rd party screen keyboards are not yet supported by Apple for bluetooth, in case you are trying to use one of those.)

You must go to settings > general > keyboard > hardware keyboard and tap over at the right edge and select the right layout for tamil.
