Why my iPhone XS doesn’t have FaceTime

Maybe you bought it in Iraq but the device was originally intended for a different country like the UAE etc... where there is no FaceTime and it can't be enabled even if you are in a different country.

Is there any possibility to exchange my phone from icenter because of this issue. Can I make complaint against this because I bought mobile from icenter. Iraq region there is no ban. Then why they sold me Kuwait regional mobile.

As stated above, you have an iPhone from a region where FaceTime is banned or restricted. That can not be changed.
Your iPhone was destinated for Kuwait where FaceTime isn’t available and it cannot be changed.
Is there anyway to change my country.

2. Ask the people who run the place where you got it.
Elitegate: That iPhone originated from the United Arab Emirates, not Kuwait. The restriction on it in Kuwait was lifted long ago.
