I bought a I phone from a person so it was second hand and when I tried to use my Apple ID it said that the person that last had the phone has to login it to use it and the person haven't answered in months is there any way that Apple can remove this

No, Apple will not help you unlock a phone that you do not know the credentials for. If you can't contact the seller, then you have an expensive brick you will never be able to use as a phone.
