If you were syncing your Notes to iCloud, they should be available in the new iphone as soon as you access your Apple ID.

If you didn't sync Notes to iCloud, they should be in your iCloud backup. Restore data from that backup: Restore your iPhone, iPad, or iPod touch from a backup - Apple Support
