My photos library is stored only on an external drive. Can Time Machine perform regular backups on an external drive?

Thanks. Time Machine backs up my Mac mini’s internal hard drive automatically to a 2TB Time Capsule. If my external hard drive is connected via USB to the Mac mini both will be backed up automatically?

How is that external HD formatted? It must be a format that OS X can read.
