iPadOS will allow you to download a lot of different material than was previously possible - and store it either on your device, connected external storage, or other cloud service.

What you can’t do is download and install software like you can on a PC - as all installable programs/software for iPadOS/iOS must be sourced from the Apple App Store.

So, in many cases you can now download all kind of material - but no, you can’t download and install programs using your browser.
