Select All Feature

Recently the SELECT ALL option is missing from my phone. I want to be able to “select all” in messages to cut or copy. The option no longer comes up. Any help would be appreciated.

I just tested this with the Notes app and Select All showed up. Using iOS 13.1.3

Note: Select All will not show up if you have something selected. It will only show up if you do not have anything selected. In my case with the Notes app, when I highlighted some text I did not see Select All. But, if I did not have any text highlighted / selected then Select All was available for me to choose.
