I upgraded to Catalina and all my pictures that are on iPHOTO can not be viewed and the message says to use PHOTOS because iPHOTO is not supported. I need to move all my pictures from iPHOTO to PHOTOS of go back to MOJAVE as my OS. Any help??

iPhoto was discontinued more than 4 years ago. It is no longer developed or sold. It was replaced by the more powerful (and free) Photos.app that comes with the OS. You can migrate to that app very simply:
Hold down the option (or alt) key and launch Photos. From the resulting menu select 'Choose Library' and point at your iPhoto Library. It will do the rest.
If you prefer not to use Photos there are several 3rd party apps that you can use. Which to choose depends on the kind of photographer you are and your budget.

You can use the paid version of PowerPhotos to merge the smaller library into the larger one - Merging libraries. The one downside is that you can only merge the original files or the edited version but not both for the same image.
I would import the originals as edits can always be redone but not undone.
How true, but most of the space is taken up by pictures that are in the iPhoto library and I can't get into there. I do have some pictures in PHOTOS- should I delete them all since most are probably duplicates of what is in iPhoto. And then try?
Also, Is there a way to go back to Mojave and move everything into PHOTOS and then upgrade to Catalina?

Returning to Mojave to do the migration is pointless. You'll face the same issue. You can move the iphoto library to an external:
Make sure the drive is formatted Mac OS Extended (Journaled) and just drag it over. Delete the one on the internal and try the migration again.
Hello, I have the same issue (glad to read I am not the only one).
I also have some pictures in my Photos library, including some that somehow, automatically, ended up there instead of in my iPhotos library. Can I merge the two (iPhoto and Photos) libraries? iPhoto library has around 80k photos in it, the Photos library a few hundred.
Thank you Terence. I migrated the iPhoto library. Now to merge the two, would you have any advice how to do this? Simple dragging one library into the other did not work... 😊 I feel such an idiot but am so happy that people like yourself are so kind and helpful!! 🙏
There is no way to merge an iPhoto and a Phots library.

Well then you need to make space on your disk. Move items to an external drive for instance.
It's not simple, tbh. If you have relatively few in the first Photos library I would export the originals to the Finder then import them to the larger library.
