Account recovery

I’m helping my grandma try to reset her iPhone 5 so a cousin can use it but she forgot the password to her iCloud and is locked out. We started account recovery but have yet to receive an email confirmation that it has started. Is there a way to check the status of the recovery we have access to the phone number and email for the account. So I’m confused on why it would take so long.
