Is there a fix to this?

How are you trying to take a screenshot on the iPhone? To take one, you press and release the side button and volume up button quickly, do not hold them. You would seem to be holding them, that is why you are seeing that other screen.

No it will take screenshots of everything else. Apps, etc. just not safari.
