I have an Iphone XR locked with T mobile . Can I use my Iphone XR internationally with local carrier using Esim even though it is locked with T-mobile

To use two different carriers, the iPhone must be unlocked. See this, Using Dual SIM with an eSIM - Apple Support

As far as using a carrier internationally, you must use one that supports eSIM technology. Find wireless carriers that offer eSIM service - Apple Support
