Simply ensure that both iPads are logged-in to iCloud using the same AppleID - then, in Settings, enable Safari in iCloud:

Settings > [Your Name] > iCloud > Safari - set the switch to ON

Safari tabs should now be duplicated on both iPads.

I hope this helps in resolving synchronisation of your Safari Bookmarks/Favourites.
