New iPad not getting iPhone contacts

My new/ first iPad is not syncing with my iPhone SE and getting all my contacts. It only gets half of them. Help if ya can.

Hello,

Are you certain all of your contacts are stored on iCloud? On your iPhone open Settings > Contacts > Default Account. How many options are listed?

In Contacts on iPhone tap the Groups button in the upper left and it will let you view which contacts are store on what account.
