Owner password on pdf

I create a pdf on a website and save that as pdf to my iPad. But when I try to modify, using annotations, I am asked for an owner password. What can that be?

I found out that the owner of the website puts a password on the pdf. I can make a password-free copy, however, by making a screendump. Problem solved.
