Mac stuck on update reboot

My mac mini downloaded the latest operating system update and then requested a reboot. The computer has been hanging at about 2% for more than a day. I have shut down and restarted with the power button and let is go for another 10 hours but no change. I tried rebooting with the shift key held down and no change, it goes to the progress bar and holds at about 2%.

What year model Mac Mini is it?


First try resetting the NVRAM, as per > Reset NVRAM or PRAM on your Mac - Apple Support

Then if that doesn't help > Use safe mode to isolate issues with your Mac - Apple Support


If neither of those help, then reinstall macOS from recovery.
