I can not turn on iCloud Keychain on my iPhone

I see that you're having difficulty setting up iCloud Keychain on your iPhone. When you try, it only buffers, and the backup setting is turned off. I'm glad to help with this.

Set up iCloud Keychain -- Review the information in this article to be sure you've set it up correctly. 

If everything is set up correctly on your iPhone, turn off all three devices, then restart your Mac and iPhone again to see if you're able to complete setting it up.
