Lost photos after Catalina Upgrade

I lost a lot of photos after the catalina upgrade (not all). I have a time machine back up but it wants to copy the entire library to my macbook. I can't figure out a way to select specific photos. I don't have room on my MacBook to copy the library over. I have plenty of space on iCloud but it says I don't have space (maybe I'm doing it wrong). Any suggestions?

You have to restore the library from Time Machine to another volume, if you do not have enough storage on your MacBook. Use the "Restore to ..." option instead of "Restore".

Have you been using iCloud Photos before the upgrade to Catalina? Then enable iCloud Photos again and wait for your photos to download from iCloud to your Mac.
