I am getting a call from someone identifying as Apple saying any Cloud account has been breached.

Is this call legitimate? It sounds very official.

It is a scam. Apple doesn't make unsolicited phone calls. Also see: Avoid phishing emails, fake 'virus' alerts, phony support calls, and other scams - Apple Support
