If a device is removed from iCloud and I don't know I password, how can I wipe the device

I have bought an ipad that has been removed from the iCloud, yet the account is still on it and the password is not known. Is it possible to remove the account and set it up as a new one?

If you are sure the previous owner has removed the iPad from their account, try a factory reset.
