New phone
How do you transfer photos to a new iPhone if you didn’t back up your last iPhone before signing into your Apple ID? My iCloud on my new phone says the photos are there but it won’t show up on my phone. Thanks!

If you were using iCloud photos, then all you need to do is turn on iCloud photos on the new iPhone, as long as you are logged into the same Apple ID, and they will eventually sync to the new phone. Depending on the number of photos, this can take a while, and will only complete it which connected to wi-fi.
