New Mac, first start up—cursor stuck in upper left, icons flashing for mouse & ?( keyboard?).

Are the mouse and keyboard turned on? If they are then you can begin taking advantage of your free 90 days of AppleCare phone support. If you are not aware of this please click https://support.apple.com/complimentary . I would also strongly suggest that you buy AppleCare if you have not already, you only have a short window to do this though.
