It depends on what Smart TV you have, some have the ability to have an Apple TV app on it. However many do not have that functionality. If your TV does not have the ability to add the Apple TV App then you will need an Apple TV 4 or 4K model or any other device mentioned in https://www.apple.com/apple-tv-app/ (look towards the bottom.
