i have another one account on usa region , can i change region on ukraine? if on balance i have 56$ and few subscription? i want to do it, cuz i cant change payment way, i want do add credit card, but payment decline ( ukraine card, mastercard)

As I have said, if you can't spend the whole amount of money, contact iTunes Support.

Потратить всё до цента не получится, естественно. Потратьте столько, сколько сможете. А чтобы убрать с баланса оставшиеся цены, обратитесь в поддержку.
